EEC and the Embassy of China discussed current issues of developing e-commerce institutions

The issues of developing e-commerce between the Eurasian Economic Union and the People’s Republic of China were discussed at the meeting at the headquarters of the EEC. The event was attended by representatives of customs and trade departments of the Commission and the Embassy of China in Russia.

Among the main topics of the discussion were the reduction of the duty-free threshold and VAT assessment for retail items imported into the EAEU territory through cross-border e-commerce, as well as their customs administration. Special attention was paid to organizing the second meeting of the Subcommittee on Customs Cooperation and Trade Facilitation, during which a wide range of issues of customs cooperation is planned to be discussed with Chinese colleagues.
«The EEC keeps a strong focus on the development of trade and economic relations between the Union and its major trade partners and integration associations, including the sustainable development of cross-border e-commerce between the EAEU and China», noted Sergei Vladimirov, Director of the EEC Department of Customs Legislation and Law Enforcement Practice.
According to the Head of the EEC Department, creating an efficient mechanism of customs administration of e-commerce goods is of great economic importance in the current conditions of the Eurasian integration development, including within cooperation with the Chinese party.

On June 20, 2023, the Commission's Board adopted Disposition No. 88 "On draft Agreement on electronic commerce in the Eurasian Economic Union", and already on June 23, 2023, the Commission's Council adopted Disposition No. 20 "On draft Protocol on amendments to the Treaty on the EAEU Customs Code dated April 11, 2017", which envisages new legal regulation for goods purchased by citizens using Internet resources.
