Meeting of the FBA EAC Working Group on Working with Regional and Municipal Entities
On August 09, 2023, a meeting of the FBA EAC Working Group on Working with regional and municipal entities was took place in video conference mode. The basis for such work is a Memorandum of Cooperation between the FBA EAC and the Moscow Chamber of Commerce and Industry (MTPP). The FAU EAC Committee on BAT and Investment Projects was represented at the meeting by the head of the Committee Yuri Fedorov and a member of the Committee Vladislav Donchenko. Chairman of the Committee on Sustainable Development of the Real Sector of the Economy and Investment Activity, Scientific Director of the Working Group of the Project Office of the World-class Scientific and Educational Center "Yenisei Siberia", Head of the Representative Office of the FBA EAC in the Central Federal District of the Russian Federation Oleg Chernyshev participated in the meeting on behalf of the MTPP.
Andrey Khokhryakov, Head of the Administration of Lesosibirsk, Krasnoyarsk Territory, was invited to the meeting.
Yuri Fedorov noted in his opening speech that the Financial and Business Association of Eurasian Cooperation unites financial, banking and business unions, entrepreneurs and scientific and industrial associations of the countries of the Eurasian continent and has representative offices in 54 countries of the world. FBA EAC is a member of the International Banking Council, the Association of Banks of Russia, the Russian Union of Industrialists and Entrepreneurs, the Russian-Chinese Financial Council. The statutory objectives of the Association are to involve small and medium-sized businesses in international cooperation projects of the EAEU member states in the economic space of Greater Eurasia.
Andrey Khokhryakov in his speech noted that the town is the center of the logging and timber processing industry of the region (more than 3 million tons per year). Despite the active support of the city development projects by the leadership of the Krasnoyarsk Territory, the problems of preferential lending to social programs, the environmental sphere, transport and logistics projects, and the construction of social housing remain acute. Lesosibirsk is interested in attracting investments, improving the ecology in the city, developing modern technologies, primarily in the timber processing industry, housing construction, housing and communal services.
Oleg Chernyshev emphasized that this event was a landmark for regional and municipal entities and provided new opportunities for their development. The developed mechanism of interaction between the leadership of the Krasnoyarsk Territory and the Government of Moscow through the Scientific and Educational Center (SEC) "Yenisei Siberia" and its structural unit of the MTPP allows regional and municipal enterprises of the Krasnoyarsk Territory, the republics of Tuva and Khakassia to participate in the preparation of projects under the auspices of the FBA EAC. And the entry of municipal and industrial structures of the Region into the Committee of the Chamber of Commerce and Industry for the Sustainable Development of the Real Sector of the Economy and Investment Activities and work as part of the SEC industry Working Groups creates a legal framework for their involvement in international projects and will contribute to the creation of a favorable environment for attracting investment in the creation of modern industries. Now there is a need to train personnel for the implementation of the Complex Investment Project "Yenisei Siberia". Oleg Chernyshev called on the town services to staff the management staff and production management structures with trained personnel.
Professor Vladislav Donchenko said that the Committee on BAT and Investment Projects of the FBA EAC is preparing recommendations for the inclusion of technologies with provided scientific and expert services in terms of their certification for compliance with BAT, to the Priority list of innovative technologies and goods recommended for implementation on the territory of the EAEU. Thus, it will be possible to ensure the introduction of energy-efficient production facilities on the territory of the city of Lesosibirsk that do not pollute the environment and are suitable for comfortable living of residents of the town.
In conclusion, Yuri Fedorov noted that additional opportunities for the development of the city of Lesosibirsk also require changes in the work of city management structures, the creation of high transparency of their activities, and attracting investments involves the need for auditing according to international rules and standards.
All the speakers noted the constructive spirit of the participants of the last meeting and their readiness to implement the planned actions.
