On January 18, 2023, in Moscow at the headquarters of the Eurasian Economic Commission, a working meeting was held between the Minister for Economics and Financial Policy of the EEC, Chairman of the Supervisory Board of the FBA EAC Bakytzhan Sagintayev, FBA EAC General Director Oleg Berezovoy and Chairman of the FBA EAC Committee on Personnel Technologies and Qualifications Andrey Bespalov. The Head of the secretariat of the member of the Board (Minister) for Economy and Financial Policy Kazbek Rymzhanov, Director of the Department of Labor Migration and Social Protection Altynai Omurbekova and Head of the Department of Labor Resources of the Department of Labor Migration and Social Protection Chingiz Sarybayev took part in the discussion. The participants discussed the issues of further development of the single labor market, reduction of barriers to the movement of skilled labor. They also noted the special role of highly qualified specialists, the legal content of which was not defined in the general discourse, which reduced the potential interest in the migration of this category of workers. In addition, the recruitment of these specialists requires licensing procedures, which contradicts the freedom of movement for the EAEU workers. This is especially true of high–tech areas, such as IT, science, industrial production, robotics, whose products have the highest added value. The high importance of the development of benefits and preferences both to specialists, and to employers. As a result, the meeting participants agreed to separately highlight this issue for active study under the auspices of the EEC with the involvement of interested parties.
